Give an insight of how the match ups are currently played and evaluate what possible improvements could be made by the players in said match ups. What a tier list should provide is a discussion about the meta, provide arguments attempting to justify the position of the characters. This isn't about proving your worthiness as a low tier hero or about sticking the tier list in the face of the developers to ask for nerfs or buffs to specific characters. If someone created the perfect tier list, with every single character in the correct tier and in the correct order, it wouldn't be very helpful or informative.
